The Citizenship Act of 1955 provides that the central government will create a national register of Indian citizens.  For this, it is the responsibility of the central government to gather information of every family and person in the country.

Section 14A of the Citizenship Act 1955 was amended in 2004, under which it was made compulsory for every citizen to register himself in the National Register of Citizens.  On this, the first step towards NRC meaning is National Population Register i.e. NPR.

The Population Register for the entire country except Assam and Meghalaya was updated in 2015-16.  The figures for this were collected along with the 2011 census.

1. Why is the National Register of Citizens special for Assam?


After the order of the Supreme Court, the work of creating the National Register of Citizens in Assam is going on with the purpose of identifying the people living illegally in the state and sending them back.


The first draft of this register will be published on 31 December.  This register will contain the names of those who will be considered citizens of India.  The cutoff date for this is 25 March 1971. That means those people, their parents or ancestors living in Assam before this date, will be considered as Indian citizens.  For this, they have to prove through documents that they are living in Assam legitimately.

NRC was first formed in Assam in 1951.  In 2015, the Congress Government of Assam started the work of updating NRC, which has increased in the last one and a half years.  The draft NRC will be published on 31 December and the complete list will be brought after settling all the disputes.

2. What is the fear of the Muslims of Assam ?

Since independence in 1947, migrants from Pakistan had started coming to the border areas all over India including Assam.  At the time of Indo-Pakistan war in 1971, the arrival of migrants from the then East Pakistan (now Bangladesh) in Assam increased, mostly Muslims.

The central government has the responsibility of gathering information of every family and person in the country.

After the formation of Bangladesh in 1972, the government announced that Bangladeshis who came to India until 25 March 1971 would be allowed to stay, Bangladeshis who came after this date would be sent back.

Muslims living in Assam fear that the names of particularly poor and illiterate people may be removed from this register, because they often do not have enough documents and it is easy to target them.

3. Why NRC issue is sensitive ?

Officials of the National Register of Citizens Project are repeatedly assuring that utmost care is being taken in making this register.  There are about 3.28 crore people in Assam and it may take some extra time to check the citizenship certificates of all of them.

The register to be released on 31 December will not be complete and the absence of a name in it will not mean that the remaining people will be expelled from Assam.  The issue of citizenship and Bangladeshi Muslims in Assam began to arise politically since 1979, when the United Liberation Front of Assam was founded.

Protests continued in Assam for 6 years, led by the All Assam Students Union (AASU), which calmed down in 1985 when the Rajiv Gandhi government at the Center signed the Assam Accord.  The Accord promised to strictly implement the cut-off date of 25 March 1971.  Asu believes that the infiltration of Bangladeshis in Assam is a huge problem and this threatens not only the state but also the security of the entire country.  ASU is supporting NRC and NRC meaning .

4. In which areas tension can be seen ?

The central government has the responsibility of gathering information of every family and person in the country.

There is a large population of Muslims in 11 districts of Assam.

According to the 2011 census, there are more than 1 crore Muslims in Assam, which is about one-third of the population of Assam.  Not only this, there is a large population of Muslims in 11 districts of Assam and there is a possibility that tension may increase in these districts after the first draft of NRC is released.

In view of the protests of several minority organizations of the state and the possibility of ethnic violence, at the request of the state government, the Center has sent 5,000 paramilitary forces to Assam to maintain peace there.

The state government is also running the 'Our NRC, Fair NRC' campaign to maintain trust in the people.
